The leading US based research organisation the Ellison Institute for Transformative Medicine (EITM) proposed the development of a new research and development facility at Littlemore House and Plot 18 of Oxford Science Park in Oxford. The proposal was supported by their existing partnership within The Global Health Security Consortium, in conjunction with the Tony Blair Institute for Global Change and the University of Oxford.

An Economic Analysis Report was prepared by Jam in partnership with CoLab Consulting Group to support a planning application for a research and development facility to provide a permanent home for research laboratories, a patient clinic, offices and collaborative spaces.  EITM has a mission to spark innovation, leverage technology, and drive interdisciplinary, patient-centred research to continually re-imagine and redefine cancer care, enhance health, and transform lives.  The proposal also seeks to deliver a sustainable development and achieve a minimum BREEAM rating of Excellent.  Sustainable modes of transport have been maximised through new pedestrian and cycle connections as well as provision for EV on site.

Full planning permission was granted by Oxford City Council in February 2024.
