Jam undertook a review of the SA of the Old Oak Park Royal Development Corporation (OPDC) Local Plan, on behalf of Old Oak Park Ltd with regards to a 46 acre (18.6 ha) site within Old Oak Common known as Old Oak Park, currently home to Cargiant.  The site had been identified for release from Strategic Industrial Land (SIL) and re-designation in order to deliver new homes and jobs for the Old Oak Park Royal Opportunity area. Cargiant.  The OPDC is responsible for the regeneration of the largest area of strategic industrial land in London. 

 

Jam’s review found that there were significant flaws in the preparation of the SA regarding the assessment of reasonable alternatives.  The only options considered for the Spatial Strategy concerned affordable housing provision, despite the complex issues surrounding infrastructure provision and strategic industrial land release. Jam prepared written representations and represented the client as expert witness at the Examination in Public. 

 

The Inspector found issues with the SA, viability and deliverability which needed clarification, and instructed more work to be prepared by the Corporation.  The doubts regarding the viability and deliverability of the Cargiant site provided significant concerns for the viability and deliverability of the strategy as a whole and led to the eventual withdrawal of the plan.
